Why do the lane balancers only balance half the lanes?

They balances all lanes. The sideloading parts ([virtual-signal=signal-1]) may resemble output lane balancers ([virtual-signal=signal-2]), but because they sideload onto undergrounds instead of belts, they don't actually do any balancing. Their purpose is to swap the left and right lanes; balancing is done by the other splitters.
