It's to stop the splitter from outputting on that side because it'll sideload onto the underground in front of it otherwise. Setting the filter to deconstruction planner means only deconstruction planners can output on that side. Since it's unlikely for deconstruction planners to be placed on belts, it effectively means nothing outputs on that side, and the splitter functions as a 2-1 splitter as intended.
