Decider combinator reads the stockpile on the green wire, and outputs anything less than 5. Two problems: 1. Only outputs items which already have a non-zero signal; if there are no requester chests, it will not output that we need to make requester chests. 2. Uses the same limit for all recipes, which may not be entirely needs-suiting.
