Selects active cargo and fluid train, sending the signal(s) A (for Cargo) and B (for fluid) through the wireless network.
The signals will initially match the average of all cargo and fluid trains currently parked in depots. This average is continously recalculated by deselecting those IDs that are above the average, this will eventually wind up selecting the lowest available ID for each cargo/fluid train.
The process is restarted after the selected train leaves the depot.
