Holds signals from input green wire with a periodic refresh.
Read currently held signals using an output green wire.
Any positive held values that become negative on the external source will trigger an instant refresh.
Three placeholders are provided to trigger an instant refresh if any of them currently hold positive values but the external signal becomes non-positive.
