n-m TU balancers are typically made by connecting regular n-m to a regular m-m. However in some cases it may be more efficient to multiply each of the n belts until there are a total of m belts, then balance them.
For TU 2-4, multiply each input belt with TU 1-2, then balance two pairs of belts using TU 2-2. Similarly, for TU 2-8, multiply each input belt with TU 1-4, then balance four pairs of belts using TU 2-2. The results are efficient becasue TU 1-2, 1-4, and 2-2 are all simple.
