TU balancers are typically made by taking regular versions of the balancers and using two copies of them back-to-back. Recall that regular balancers guarantee full throughput if the inputs or outputs are fully utilized. In a TU balancer the first balancer always has its outputs fully utilized by the second balancer, and the second balancer always has its inputs fully utilized by the first balancer. Therefore the combination always provides full throughput.
