Throughput-unlimited (TU) balancers always provide full throughput. Regular n-n balancers are only guaranteed to provide full throughput when all inputs or all outputs are utilized. Regular n-m balancers are only guaranteed to provide full throughput when all belts on the larger side are utilized.
