Build this first via personal roboport once you have decided the correct position for the mine. Then connect it to the rest of your rail network. Exactly how you do that will depend on where the outpost is relative to your existing rails. Once you've done that, turn off your personal roboport (or stand far away) and build the next blueprints on top of this one. The rail is broken at the bottom to remind the user to clean up properly before the builder train leaves.
