Lower two combinators read the accumulator status to output R and S signals, for the benefit of the third combinator which is the actual latch. Once it receives an S signal, it will continue outputting that signal until it also receives an R signal. This S signal may be used for controlling pumps feeding boilers, power switch, or whatever you like.
