Standard rocket silo provider.
Combinators above the two lamps allow for "partial" deliveries if the total # of requested items drops below 1000, and at least 20 slots are filled in the silo. This could probably be improved on, but I haven't figured out a better way to provide partial launches.
White inserters remove any extra items that were not requested from the silo, and from the requester chest, speeding up unwanted item cleanup.
