Measures items per second going along a belt (or any other pulsed signal). Constant combinator has on/off switch (use it to reset). Hook belt in pulse mode up to the "+" combinator on the left, output (100x items per second) is on the right. The value is an average since it was last disabled, so recalculating from scratch requires manually turning off and on.
