Keeps a rocket silo loaded with bioflux. If there are no orbital requests for bioflux, and the silo is full then an inserter is enabled to take some bioflux out with spoiled-first priority and recycle it, storing some in a provider chest for bot usage if desired. If an orbital request exists, disposal is disabled so the rocket can launch.
Keeps the bioflux in the silo at ~91% or so freshness.
